J R-M was attempting a little irony when he said fish are happier. It wasn't intended to be serious. For goodness sake!
It's not normal.

while I too think he was joking, he was none the less hinting that British fish were happier, therefore British people should be too. Whereas in reality it seems British fisherpersons are not, but he's just joked about their problems.

Tell that to all the Scottish fishermen who, because of the bureaucratic nightmare that has been put in their way, now can't export their live catch to Europe, and are losing a small fortune.
That geezer is a complete eejit,i will be lucky to have a job in a few weeks time and these upper-class tw*ts are making a joke out of it.The seafood industry is vital to the Scottish economy and 90% of our products go to Europe.....(Well, are not going to Europe because of Brexit red tape.)

he is of course correct. EU fishermen can't catch them and although UK fishermen could, the can't sell them if they did, so they won't.
