The poor souls are likely to be robbed of any savings ( or a card) and lets not forget a lot , not all , will use their benefits for drugs anyway

well a read about a homeless person who begged and got well over £100 a day but spent it on drugs so now advises not to give direct to beggars. But if we could pay by debit card into a Help to Buy ISA for them it may work. If there was a charity who would help make this work for the homeless I would give
I'd love to be able to afford to set up a load of flats for homeless people. Bobbin, that sounds a bit judgemental....if you want to help someone, they need what they need. But easier rehab would be a great idea.

Social housing doesn't depend on income, though. Only savings.

There is a good chance the Mayoral election will be delayed for another year due to covid.
