People arriving from selected destinations will be able to enter England without needing to self-isolate the Government have announced.

Cool. Looks like our Sept holiday might still be on.
Ditto ZM. If people are nervous or concerned there is nothing to stop them continuing to lockdown and shield but really it has come the time for many to bite the bullet, take the risk and get on with life.

there's no indication that countries on the "exempted" list will offer reciprocal arrangements. no point in flying off somewhere expensive if you're under house-arrest when you get there.

It applies only to England, not the English. There is a difference.
the story says "English". Presumably that means flights/trains to and from England, with Scottish and Welsh borders still closed, but I'm none too sure of how this works.
Mr Shapps said on TV this morning that the green list are the countries most likely to make you quarantine their end as the rate of infection is very low in those countries. Had video call with friends in Cyprus last week and they were still had compulsory quarantine.
It seems the government is keen to play Russian Roulette with the health of the nation.

Basically, it is playing a game of odds and chances, based on 'the science'.

What we should surely appreciate, and live with, is the a virus is no respecter of science, borders, or policy. It will travel to where it can by the easiest route possible and infect as may humans as it can, because that is what viruses do.

So if we accept that 'some' people can come in and not quarantine, we might as well drop any and all restrictions, let the virus find its level, assimilate it as we do the flu, and get on with our lives.,
