At the time that Mr Cummings's rampant stupidity and arrogance was dominating the news, the issue of child marriage was not being highlighted.

Had it been highlighted at the same time, it is perfectly possible that child marriage would have dominated the news - but since it wasn't news, that was not possible.

People react to what the media put in front of them - or not.
