but some stuff are advisory and can and will vary over uk, even across england on its own

We might as well. The outcome of removing them then will be the same as removing them now, "but you can't be too careful".
They are on a hiding to nothing whatever they do - if they announced the furlough scheme was finishing in June/July/August or whenever some would criticise and now they have announced it could run until October people are still not happy.
