I've checked a few dictionary definitions of 'terrific' and my answer is no.

Seems like a nice guy though.
I did not listen to the entire delivery; however, my initial impression is that the man reminds me somewhat of a young Winston Churchill in his manner of address.
A decent well thought out speech.
Following the Queen's Speech, the Commons were debating "an [sic] humble address" thanking the Queen. It's traditional for those MPs chosen to propose and second the thanks to give light-hearted speeches.

I've heard a few in the past and they've been better.

If that's to me, I'm sure if you Google the dates of previous Queen's Speeches, you can then check Hansard for those dates and read the debates at your leisure.
