not every complaint ( of any sort ) leads to a criminal case
as you well know

Allison Saunders - DPP later fired for incompetence - brought in the 'you will be believed' rule. As a result of various disasters ( Waterloo digital rape - he couldntta - he was holding a cup of coffee) this was watered down to - "you will be taken seriously"

evidentially this is a big deal...

Aye PP, but "Formal Action" doesn't necessarily have to imply a criminal case, surely?
We would need to know what they mean by “formal action” before commenting.

However, i personally think (speculation) formal action would be the formal investigation of claims. I may and probably am wrong.

The Independent Police Complaints Commission (IPCC) exists to increase public confidence in the police complaints system in England and Wales. It also investigates serious complaints and allegations of misconduct against the police and handles appeals.//

Now called the Independent Office for Police Conduct.
This is a new system to me. I suppose they start the investigation into the allegation and decide if the evidence is sufficient to submit to the CPS for criminal proceedings.
If there is no evidence strong enough I suppose they meet out disciplinary measures as a few days pay stopped,reduction in rank, a formal warning etc.
I retired over 20 years ago and we then had the greatly mistrusted Mark's Suspenders and the Police Disciplinary Boards whereby Senior Police Officers sat as judge and jury and sacked if necessary.
The accused could appeal against findings to the Home Sec but were seldom allowed.

formal action to me is - that there is a case to be answered, letters written at least, records made and perhaps a hearing.

I mean the honesty tests dont got to the IPCC do they? - the spooks leave a five pound note in the bogs and see who picks it up etc

I am afraid I do not take much credence in most of these allegations. Due to stupid Political correctness and a litigation driven society any one can make an allegation of sexual harassment or assault. They have to be investigated but are found to unfounded and frivolous or sometimes malicious. This now dilutes the serious allegations that have occurred.
We have a case of a Doctor with 30 years experience getting the sack because he would not play some stupid,hypothetical PC game because of his Christian beliefs. He was suddenly called into his bosses office and asked if he would address a gender fluid 6' foot bearded man as madam if requested. The reply was 'No'. The result was dismissal. Pathetic.

The GMC - not a police org asked Alan Milburn to put it in 1' legislation that every complaint had to be actioned By Law !

so he gleefully did - all paid for by the doctors like Sqad who sat there compliant like so many lambs to slaughter

and the GMC were deluged with complaints like - the Pope was rude to me, and I cdnt buy paractamol at Aldi's. So they had to define, what a complaint was, and what an investigation was. ( did the stream 1 waste paper shredder count as an investigation?). Since there were cases outstanding for 10y ( yup ten years) they had to define when a case began, was it at the complaint, when they wrote the first letter, when the hearing began.
and so on.....

and I imagine it is the same for the police ....[ and the stats dont mean an awful lot]

the result er wasnt dismissal - he had his police surgeons contract terminated according to the contract innit - that is instantly

it wasnt his only job was it? - if the police were feeding him, then he should have been more responsive to their demands
He had his uvva day job, and wasnt referred to the GMC was he?
( clearly a stream 1 complaint anyway)

Oh dear PP. I suppose I should have supplied a link. Nothing to do with Police Surgeons or coppers going with him or other such nonsense you have written.
I was merely giving an example of PC (Political Correctness) taking over the loony bin and to be taken with a pinch of salt. Nowadays people in loads of professions are wrongly been sacked or accused on the altar of PC and litigation.
I was reluctant,earlier, to provide this link as I assumed I would be accused of taking the Thread off the rails but as you have got the wrong end of the stick I had better clarify my example.

Mark's Suspenders was a new group (Branch Name A.10)that was introduced to the Met Police by the then Commissioner,Sir Robert Mark. It was akin to the US Internal Affairs Division whereby specially selected officers were briefed to stamp out corruption and wrongdoing in the Met at the time which was rife.
The rotten apples hated and distrusted A.10. Those who upheld the integrity of the Police Force had nothing to worry about. A highly successful Dept and was later disbanded as it was judged to have done the job it was introduced to do.Obviously if an officer had a serious complaint made against them they were 'suspended' from duty until an Internal discipline board was convened. Hence Mark's Suspenders. :-)
