Bednobs, article in the paper edition says adjusting.
Lampers seems like a scapegoat to me - how would they accidentally shoot a human on a building thinking it was their quarry. I'll throw the cat amongst the pigeons - how about a disgruntled eco-warrior neighbour who doesn't like satellite dishes (or the man himself).

I had to look it up anne, apparently poachers who use a very strong light beam to mesmerise their prey into standing still before shooting it or sending dogs in.
Prudie, judging by the photograph he doesn't appear to have any close neighbours.
