( 12 million loss) shops/ fat cats will always find an excuse to report a loss to the Inland Revenue, anyhow a bit less cargo to import from China. I think the NHS spends more than that per year treating folk that can't breath in London, and for sure it will cost a lot more to remove the plastic carriers / bottles from the ocean that's discarded by Joe blogs, and killing the sea life.
