Finances would be better spent exploring the legalisation of drugs, to put in under the control of the government, and remove it from the control of criminals.
As I and others have said times without number, the 'War On Drugs' is as futile as it is ruinously costly.
It's time for society to admit that it has a drug culture, which is going nowhere. The grown-up attitude is to look at controlling it properly, instead of pretending that it can 'win' a 'war' against it, which history shows to be a patently false notion which is only good for securing votes when elections come round.
