No one seems to have reported a child missing though...
It’s a hoax apparently,hope so.
Put 'false alarm child abduction' into Google and you'll find countless examples. Just looking at the first two pages of results for reports from the UK shows such false alarms have occurred in Hyde, Gateshead, Darlington, Sutton, St Helens . . . etc, etc.

There have been plenty of similar reports here in Suffolk too. e.g. the police were alerted when a man was seen driving his car slowly behind a child on his bike. It turned out to be the boy's father who was watching him carefully as he cycled on the road for the first time in his life.
BTW, unless that's a particularly stunted child, there's no way that she's 5. A child reaches half their adult height at the age of 2, so that kid can't be more than about 3 at the most.
