They don't have to be patrolling our borders 24/7 so as to protect us, but they are on call 24/7 for each and every emergency that may occur.

The So Rule is not 'against the rules' at all, just an illustration of how some people get the wrong end of the stick, and then beat about the bush with it (!!)

If I saw 'Tommy Robinson' in a car park, I would not be remotely interested in engaging him, but assuming that I was, and he preferred not to do so, then he could politely decline and walk away, as anyone in the public eye is able to do.

But in this instance, it is clear that he instigated the situation, in order to film it on his phone, in order to appear to receive the endorsement of Her Majesty's Forces in his pointless nasty self-publicising nonsense, and it spears he has succeeded admirably.
