Probably intended as a humorous remark, but ill thought out.
It would only be deemed to be "humorous" if BBC "reporter" Anita Sethi had said it. Another case of Beep Beep See "news making?
What do you think, AOG?
Togo, .... or the Duke of Edinburgh .... amusing old National Treasure that he is.
I don't think that PoW can ever be accused of being racist.
It may have been an ill-judged remark......I think it was probably taken out of context; we don't know what went before he said it.

Neither, just an over reaction from someone, probably looking for something that wasn’t there. There is a lot of people that don’t overly like the royals and Charles seems to get it a lot.
I think that he intended it to be humorous, I don't imagine he intended any insult, but it's crass and it's childish and it's not funny. I think it's unfortunate but you do have to balance intention vs result with remarks like that and if the lady in question felt 'humiliated, shocked and enraged', then I'm simply happy for her that that's the biggest problem she's ever encountered.
Casual racism is an issue but particularly with some older people it's unintentional and we need to man up and not be quite so touchy when no offence is intended. It's fine to point it out, it's fine to correct it, but don't give your power away and be 'humiliated, shocked and enraged' by some muppet who despite the expensive education doesn't understand how to behave properly.
It sounds like he is his father's son.
Context:

I shook the prince’s hand with my right hand. In my other, I was holding a copy of an anthology, We Mark Your Memory: Writing from the Descendants of Indenture, in which I have an essay published. I told him that my mother was born in Guyana and that the anthology had collected hidden histories of indenture.
“And where are you from?” asked the prince.
“Manchester, UK,” I said.
“Well, you don’t look like it!” he said, and laughed. He was then ushered on to the next person.

It's the "don't look like it" bit, isn't it? She's not white, so she doesn't look British.
" by some muppet who despite the expensive education doesn't understand how to behave properly."

Oh! dear.........calling the POW a muppet.........
An innocent remark by POW....iy must be difficult thinking of something unique to say about someone when you are meeting perhaps dozens in a day.

Muppet......??????
He's just taking over from his dad
Exactly, jno. It’s ironic that AOG has, over the years, posted many such comments which align him with exactly the same sort of crass, anachronistic viewpoints.
I just think that PC has deprived us of our sense of humour.
The woman was, quite rightly, offended. What has a sense of humour got to do with it?
//Journalist Anita Sethi said that the Prince of Wales asked her where she was from when they met briefly during the Commonwealth People's Forum earlier this week in London, where she was a guest speaker.
When she replied "Manchester, UK" she said the heir to the throne responded with "well, you don't look like it!" and then laughed.

She went on: "The mooted next leader of an organisation that represents one-third of the people on the planet commented that I, a brown woman, did not look as if I was from a city in the UK is shocking."
She added: “Whatever the prince meant or didn’t mean in our fleeting encounter, since it happened I have been through all the feelings – from shock to humiliation to rage//

Bless.

Perhaps being a Beep Beep See "employee" she was particularly well turned out, not at all like your average Manc then? More confected hurt and outrage, with the race card trump played early in the trick.

Thank you for proving my point.

Why do some feel ashamed of their heritage?

If I lived in Kenya and a local asked me where I came from and I answered Nairobi, and the local replied "you don't look like you do", would I be offended? No not in the least.
“Whatever the prince meant or didn’t mean in our fleeting encounter, since it happened I have been through all the feelings – from shock to humiliation to rage".

One could be forgiven for thinking she has an agenda. Utterly pathetic.
Yes 'Muppet' Sqad, for making someone feel awkward and embarrassed because you make a cheap quip about their ethnicity and not being socially aware that people of colour can be as British as his German / Greek self.
How dreadful. She sounds almost suicidal.
Jeremy has it right here, they should vote for Robert Mugabe or someone to be the next leader.
