Couldn't you give us thickos the gist of it?
This is the main point.

//Although two fire crews were stationed close enough to the Arena to hear the explosion, they were sent to a rendezvous point three miles away amid fears that there was a marauding terror attack and they would not be safe, the review concluded.
When they eventually arrived at the Arena, more than two hours after Salman Abedi detonated his suicide bomb on Monday 22 May 2017, the visibly frustrated fire officers were not immediately allowed on to the concourse to help because of communication errors between “risk-averse” officers in charge.//
Plus.

//A “catastrophic failure” by Vodafone seriously hampered the set-up of a casualty bureau to collate information on the missing and injured, causing significant distress to families as they searched for loved ones and overwhelming call handlers at Greater Manchester police.//

A shambolic response due to fear of health and safety concerns.
how many needlessly died as a result of this atrocity all for the sake of health and safety for the fire crews, appalling.

///The fire service decided to send in units only after a senior officer overheard a conversation at 00.15 on Tuesday in which he learned armed police had been deployed an hour and a half earlier to check the incident was not a marauding terror attack of the type seen in Paris///

As DS says, It's not us, it's H & S innit?
//A Greater Manchester firefighter has told of his anguish on the night of the Manchester Arena bomb when he and his colleagues was held back from going to help the dying and injured by their bosses.
The Kerslake report described how it was nearly two hours after the 10.31pm blast that two crews were sent to the scene. Acting fire chief Dawn Docx has apologised unreservedly for letting down the region in its ‘darkest hour’.
Within 24 hours of the blast the Manchester Evening News was inundated with calls from firefighters speaking of the shame they felt at being prevented from helping. Many had elite training in how to respond to a terror attack.
Those based at Manchester Central Fire Station heard the explosion.//

took a bit of time to get to the 228th page

commissioned by Andie Burnham Mayor of Manchester because of complaints that the Police had not allowed the firement to go in on account of Health and safety

In fact the fire service was out of the loop as the senior officer failed to complete an important phone call ( the one that asks, what'sup?).

The policeman broke his own rules - as they had almost declared PLATO ( keep out and dont let anyone in, someone amok with a gun ) and he said - "no it isnt PLATO you can go in"

The British Transport Police do their stuff ( they ran away in 2005) - and fifteen BR staff from the station below join the injured and deliberately disobey orders to evacuate without them.

Ambulance seemed to know what a major incident was

Dunces in the corner - Firemen - must try harder to make phone calls and not give up
and Vodaphone - must set up helplines if asked - they just didnt apparently besides have contracts to do so

thanks for your comments

Different from 2005 - much more chaotic than the official reports said so perhaps
Lesson Have Been Learnt
Broader causes and responsibilities for the incident were outside the remit of the report, but it does mention in passing two key characters who would have featured prominently in a wider VE enquiry: Manchester's mayor and its chief of police. Survivors expressed their "gratitude" for visits to their hospital by the two dignitaries.
