No. They've got it all wrong.

All they need to do is get a few of hugemoungous extractor units at spaced intervals around the city of London and suck out all the bad air.

It would have the added effect of siphoning off and cleaning up all the bullcarp from the metropolitan elite and luvvies who think they know better.
Never saw another rip-off of the motorist as being common sense.

Rubbish ban, actually. As ever, cars are a minor factor, but easy to hit.
