What does one say? Turkey, quite understandably, thinks that, if it must keep migrants within its borders and not let them through to the EU trek, it can't afford to let any others in. It is pragmatic and quite foreseeable. Only solution is for would-be migrants to go elsewhere. Often puzzled me as to why they all head for Europe.

^^^ Does not mean I approve of shooting them - but I do feel stymied as to the answer. Push food through the border to them perhaps?

Maybe the EU leaders told the Turks ... here's a few billion euros, stop them ... however you do it, just stop them?
