France.
Into rivers that take it to the sea. There are only a limited number of places where this is effective. If the river has burst its banks, there's no point pumping water round in circles.
this is what happens when you dilute something

Has a hosepipe ban been announced yet?

Where to pump it to? Next poor s*d down the river usually.

Back in the 60's we lived in a house where the back garden flooded (nowhere near a river) so my dad just dug a ditch at the end of the garden. Result; next year the neighbors where out digging theirs.

Why don't we put the water into rockets and fly it into space?

Obviously not just a rocket full of water - that's crazy talk. I mean every time they send a satellite up, why not stick a few gallons on board?
