Home Secretary Theresa May has scrapped Asbos - anti-social behaviour orders - and replaced them with Crime Prevention Injunctions. If you breach an asbo, at the moment it is serious. You will get a criminal record and could be jailed. But breach a CPI and you get no criminal record. Is that really progress?

no its not progress but in means that ken clark bloke will need fewer prisons which is what he seems to want
The Conservative Manifesto at the last election stated:

More broken promises then.
'CON' servatives
It seems the asbo system is becoming less effective through overuse, and being seen as a status symbol in the gangs.

Likewise, a criminal record makes it harder to find work, and contributes to people seeing a lifestyle based on permanent benefits

Anything new will work for a while.
Not wishing to side-track, but...

I hear this a lot. Are they? Can someone offer me some proof of this? An interview with an ex-gang member, a social study, something... because I'm unsure if it's true.

Have to say we've had some poor Home Secretaries in the past but Theresa May appears to have taken it to another level and is the most inept I've ever seen.
