why would the justice secretary warn us about what might happen in other countries? Hardly his job.
I presume the allusion is to Ken Clarke as a pro-EU, pro-Euro ex-Chancellor of the Exchequer. If he had been holder of that Office when the Euro was floated Britain is unlikely to have retained Pound Sterling.
conceivably; but as Britain had recently staggered out of the ERM, bleeding heavily, it's also conceivable that it would have.
