windows music video

Hi Ab'ers, I vaguely remember a music video on a windows 95 or 98 disc. It was a girl singing, a street scene with cars going by, possibly a fire hydrant spraying water. I also think it may have been recorded in black and white for effect. Can anyone remember the song and artist, it's driving me nuts. I know the tune but lyrics and singer escapes me....Thanks
