I'd like to understand what you mean but I don't.
I knew a good number of those, as for others there must be thousands.
'Don't Stop Believin' by Journey? That seems to have become an anthem after Glee.
I think you need to draw a picture for 1 aber. Lol
I know all but the last two.

I guess the most obvious songs that never charted are from Led Zeppelin, as they never released singles in the UK, so classics like Kashmir, Rock and Roll, Whole Lotta Love and Stairway to Heaven never charted.

As for chart flops, Elton John's Tiny Dancer, Billy Joel's Piano Man and Dolly Parton's 9 to 5 spring to mind, but I'm sure there are tons more.

If it is...why?
I doubt that there is a clear definition,it's personal choice - to me an 'anthem' is one that gets everyone joining in in some way.
Yes, I could name 100's of great songs that never charted but that doesn't make them an anthem.

I'm not sure how many of the BBC's picks are anthems.


Anyway here's a genuine anthem.

In fairness, the OP said pop AND rock anthems, so contemporary songs that are well known and well loved is all I'm thinking of.
There must be a lot, but some that spring to mind:
It Never Rains in Southern California - Albert Hammond
Drift Away - Dobie Gray
Days of Pearly Spencer - David McWilliams
I have to admit 198, I had no idea that either Drift Away or Pearly Spencer were flops, as they are so well known. We live and learn.
Days of Pearly Spencer charted
McWilliams original release was not a chart success in UK.
