It's Patrick Allen, from the public information film "Protect And Survive".

Definitely, Patrick Allen. He's the chap who used to front those dreadful adverts for Barratt houses in a helicopter.

Patrick Allen is one of the most famous voice-overs ever. Apart from all his adfverts, he seems to have taken over all the 'shouty' gruff voice work from the late Tommy Vance.
