Have a listen from 1.13 - 1.30 mins. Can you hear the similarity?
There is a likeness, I believe Raincoat was written first. I have always been a a big listener to Cohens music but it's the lyrics that I prefer.

Have you heard the Jennifer Warnes album of Cohen songs, Famous Blue Raincoat? Really good, and well worth checking out
