I hope someone understands the question but I'm afraid I don't. What's an old folks' singalong. Are you an artist or one of the old folk?
The premises will require a PRS licence unless they're a residential home:

A community building, such as a village hall, probably already holds a licence:

You won't need to directly pay any royalties yourself.
