Whilst driving in Florida i came across a few traffic signals that were flashing amber anyone know what that means?

Was on the main highway tho not a cross section
I have come across flashing amber when driving in the US and several European countries. The flashing amber is used at traffic lights that are only operating at busy periods of the day. During quieter times of the day or night, the flashing amber is turned on to let drivers know that those particular lights are not operating at the time and that they should just drive through.
I think Ethel will rightly tell me that you should drive through the flashing lights with caution rather than just 'driving through'.
Surely it would have been sensible to find out what they meant before you went to Florida.
