Could someone please advise the rules regarding the road sign that shows an adult and child with the words "no footway for 250 yards" This is prior to a single lane bridge over the railaway track and there are different opinions as to who has right of way.  Is it the pedestrian or are they supposed to throw themselves into the hedgerow to allow the vehicles to pass?  many thanks.

I doubt it's a question of "right of way". The sign is a warning to motorists that there may be pedestrians in the roadway. Drivers would be expected to take care, slow down & steer around them.
