Traffic Lights in London area

Why do traffic lights in the London area have no white outline around the black mounting board?

I have only seen this design in London as all areas seem to have a white border to the black background.

Any info would be greatly received.

The difference is the white border to the black background!!

Surprisingly the lights are still red, amber and green!!
