legally, I was told, you have to report any incident if, when driving, you hit a dog - does this apply to foxes

No it doesn't.

You are obliged to inform the police if you sollide with a dog, goat, horse, cattle,ass, mule, sheep or pig, under the Road Traffic Act 1988.

The usual reason for reporting an accident is to get a claim number for your insurance from the police. The amount of damage caused may even be a right-off of the vehicle as happened to me when I hit a deer at night.
