Is the name, of the previous owner, no longer put on the log book? also If it states '3 former keepers' does that include the present keeper?

The name of the previous owner can no longer be shown on a V5C document due to the EU's General Data Protection Regulation.

The number of former keepers excludes the current keeper.
2018 they stopped showing the previous keeper details.
I remember the old cardboard "Log Book". It listed the names and addresses of all the previous owners!
May I please ask another question about the same document: Does it (in the very latest version) still state a warning to the effect that you must notify the authorities "....if you sell the vehicle...." or else you can be fined up to "....£...." (how much) ?
^^my V5C (actually V5C/3 from my new car purchase last year) simply states "Failure to tell DVLA of any changes may result in a fine or prosecution".
No amount is mentioned.
