Car Engine Won't Start.

I'm house/cat sitting in Spain. I've been asked to run the owner's car engine for about 10 minutes once a week. Today it wouldn't start.
When the owner comes back, in a couple of weeks, does she just need to take the battery to a garage to have it charged?

Yes if(a) The battery is dead and (b) if it has discharged she could re charge it at home if she possesses a battery charger.

Depends on what's wrong with it.
Did the engine turn over but just fail to start? Or was there nothing when you turned the key?

Hold the accelerator fully down and hold it there for a few seconds whilst turning it over. However, there could be many causes for failure to start.
Running an engine for 10 minutes a week is about the worst thing you can do to it, particularly in the winter - even in Spain, Sandy.
You're taking more out of the battery than you are putting back. If you can get someone to help start it with jump leads then either take it for a decent run, or let it run stationary for half an hour at least to fully warm up.
What sort of car is it a & how old?
(As long as it's not in a garage...)
Only if she has a sun lamp.
Starting a car continually without driving it a few miles will eventually drain the battery.
