However if you're asking about who pays for the repair, this is possibly relevant:
"The RSA Motability loss and damage insurance policy only covers non cosmetic repairs (those affecting the safe and normal operation of the product). If you opt to repair cosmetic damage this will need to be done at your own cost"

So, if the damage is seen as "affecting the safe and normal operation of the product" it's covered by insurance. Otherwise it's not.
Rim damage can be an MoT failure, depending on the severity. Ask a garage, then Buenchico's link will give you the answer.

Oh it has hasn't it !! Apologies, it should have asked ' what is the procedure and who is responsible for the costs ?' Apologies !
Laughing Gravy, a company like ChipsAway would come to your house or anywhere else that you liked and repair your scuffed rim.
Doesn't have to be ChipsAway though, there are plenty of other mobile smart repairers around ( Check your Yellow pages ).

Your insured against theft at no excess to you. So remove the damaged wheel leave the car 'bricked up' and tell them someone has stolen your wheel They will come out and fit a new wheel free of charge ;-)
