Basically, I'm quite concerned (and have been for a while) about a delivery driver from my local takeaway. I appreciate that he has a job to do and has to deliver food as fast as he can, but he races around the village at a phenomenal speed, he has nearly crashed into me several times and I have seen him screech round corners like a maniac. I don't want to lose the guy his job, but is there anywhere I can write to (excluding who he works for, who will probably do nothing) like a local council or something? Just to see if they can keep him in check or have a word before he runs someone over.

I was going to say yes - the Police giving as much detail as possible.

However you seem to want his employers left out of the loop and that won't happen.

Think it through and then decide.
It sounds as if he should not be driving.
A task for the local police, before someone gets hurt.
The only way is to report it to his employer, the police will only do that anyway.
God, hope you was not behind me!!!!
