A friend learned with a provisional licence years ago, and has now reapplied for his provisional.

He wants to take a couple of 'refresher' lessons and then apply for his Theory and Practical Tests.

Is any proof or recent driver training required before applying for the Tests?

I don't know how it stands these days.... but I passed my test many years ago then never drove. When I needed to pick up on driving, I took a course of lessons with an instructor, who was able to tell me when I'd reached again a standard suitable for me to pass the test again. I think (personally) that more than a couple of lessons is necessary after a gap - road conditions and other people's driving have changed a lot over the years.
you don't need lessons before the theory or practical but you'd still have to convince an examiner that you can drive safely

if he's sensible and has a care for other road users then i would hope he would have at least a few lessons.....
