if you notice any rubbing/grinding noises it could be the brake linings have actually come away from the shoes, its happened to me twice,on a fiesta and a peugeot 306. ive herd of quite a few cases since they've stopped using asbestos.
if you rear shoes are not properly adjusted it will affect the handbrake travel & the pedal will also travel further, get the rears adjusted first
(slacken cable beforehand)

do not overtighten the handbrake cable once the shoes have been adjusted
ie;make sure they don't bind.

(hopefully not discs on rear)
You can have your handbrake tightened - I heave on mine (but to OH's dismay) and often get it seen to at service.
