can i legally transport propane on a 6.5t iveco flatbed without
an adr licence.....

Depends how much. If you are carrying up to 333kg net weight of gas, you are OK. (The big '4 foot high' ones carry 47kg nett each). You should carry documentation of what is in the cylinder (propane), its UN number (1978) and collection and delivery addresses. You will also need a minimum of a 2kg dry powder extinguisher.
