what should the braking efficiency range be of a properly maintained modern 4 wheel car be?

Minimum efficiencies:50% for the service brake (foot pedal operated) and 16% for the parking brake (handbrake) .The latter is equivalent to holding the car stationary on a hill of gradient 1 in 6.25.
so if my car failed on 47 % efficiency it was not as bad as I thought as with 50 % it would have passed ?
