ok long shot - childrens tv program

i remember a cartoon where one of the characters was something like a little ball, just looked like a messed up ball of wool, and it and the other charactrs lived on or near a tip/ load of rubbish. im not sure how long ago it was on but im 19 now, so its not that long.
