I'm unsure what anyone thinks Johnson can do. He is just caretaking the Government at the moment during the recess.

Even if he had left and someone else was installed as caretaker it would be no different. They could not implement major changes or fiddle with fiscal policy. It would be folly and quite frankly unactable if they did.

The two main reasons Sunak is struggling are:

1) His appalling tax haul as Chancellor (that he wants to continue)

2) He stabbed Johnson. No one likes that and it rarely does the stabber much good.
