Assuming that you're referring to GB News (because I'm unaware of any channel called GBTV), their viewing figures are so low that they'll take any advertising that they can get.
In particular, they might be giving big discounts to advertisers based in Wales, simply because they've got so few viewers there. Paw Patrol in Welsh gets larger audiences than GB News does in Wales:
