Starts in Nazi Germany. Family rounded up. Two young sisters; one rises as Nazi disciple, other imprisoned. They meet later trying to escape but neither recognises the other. The younger girl is ill and holding the escapees back. The older girl kills her. Years later the body of the young girl is discovered as part of a, seemingly unrelated, investigation in England. Morse? Midsomer Murders? Lewis? Years old. Now It's come into my mind, I can't get rid of it. Too woolly for Google.
