Peter Pedant, he was born in New York but raised in Puerto Rico, so he did speak Spanish, albeit with a Central American accent. I learned European Spanish, here and in Spain for my degree. It has a different rhythm, like US and English English!

That's a shame, I liked him. Also popped up in Star Trek TNG too.
He was my favourite too ,always watched The High Chapparal
