I'm prepared to bet that your telly is made by Samsung. It appears that their sets (from 2017 onwards) have an app called 'TV Plus' and that Channel 4000 is a feature of that app:

If it keeps annoying you, phone Samsung UK Support on 0330 726 7864, 0900 to 1800 daily. (Calls are charged at the same rate as 01 and 02 numbers. So if, say, you've got 'included minutes' on your mobile phone call plan, you'll be able to call for free).
