This is a quote from a Mirror journalist on Sky's Press Preview discussing the utility of Western aid budgets to the third world.

My question is in what way would universal education oin Africa solve the problems of food shortage, occasional drought and lack of clean water?

Given your experience in Zambia, Eddie, you may wish to comment on my post about governance.

Let's assume that we give money to a poor African nation in order to provide clean water and sanitation to most, if not all, of its people. This presupposes that the government is willing to spend the money for the stated purpose. It assumes a level of bureaucratic efficiency in the distribution of the funds, expertise to dig the wells and lay the pipes, and local administrations which are largely (we don't expect totally) honest.

Never mind 'totally'. I don't expect 'largely'... or in some cases not even 'a little bit'.
As I’ve said so many times in the past, what they need is a full and proper contraception/sterilisation programme, coupled with education.
The population explosion in the last decade and projections are massively under estimated.
5, 6 and 7 children families in drought/famine struck areas are simply unsustainable.
Contraception first, then education, but as has been pointed out the superstition and religions on that continent will endure it has very little chance of success.
