Over the past few days when flicking through TV channels about 2130 on some programmes such as BBC2 Black Earth Rising last night , there is like a background voice possibly for visual impared people. Is there any way I of cancelling this out.

Sounds like you have it on audio description, look for the button on the remote which has the letter AD on it, just press that and it should go off.
If you have a look on your remote control there will be a button for subtitles. Click on that and there is likely to be an "audio description" option you should be able to untick or turn off.
I had the same problem some time ago and was informed by Virgin that nothing could be done as it was part of the programme.
^^^well, obviously there's a "normal" voiceover which IS part of the programme and there's an audio description voiceover which can be chosen or cancelled, as above.
I have a subtitle button but choice of audio,
You are getting 'audio description' on the programmes in which it has been embedded, it depends on the settings on your telly - what make is it?
It drove me nearly nuts on my Panasonic until I found out how to remove it, which was simply, the click of a button on the word, "eng".
If you look on the TV schedules it tells you which programmes are ad, so you can experiment on its removal,
Don't despair, it can be done.
