in 1902.The answer given was the Eurotunnel but the actual tunnel is only 23.5 miles long

The under sea portion is 23.5 but the entire tunnel is 31.5 miles

from memory, Napoleon was thinking about digging it to invade Britain, so ichkeria's probably right about 1802
In 1802, French mining engineer Albert Mathieu-Favier put forward the first ever design for a cross-Channel fixed link based on the principle of a bored two-level tunnel: the top one, paved and lit by oil lamps, to be used by horse-drawn stagecoaches; the bottom one would be used for groundwater flows.
As is often the case with these queries, the quiz question has been incorrectly reproduced.

It should read " Which 31-mile-long tunnel was first proposed in 1802 by the French mining engineer Albert Mathieu-Favier and finally opened in May 1994?"
Pub quiz questions are notoriously bad, in ours at least, we were asked The M6 circles which city? After we queried it we were told it was right so we put Manchester (M60 in reality)and it was accepted, as the answer sheet is sacrosanct!
That's why I never do pub quizzes. The level of ignorance displayed is shocking.
