What is the orange ladder thing in the Fall Guy's house?

Been watching some re-runs of the TV series The Fall Guy and I've noticed a mystery orange illuminated ladder type thing in Colt Seever's house. Can anyone tell what, exactly, it is?

If you watch the clip, skip forward to the 14 minute 50 second mark and you'll see Colt walk up to his gun rack which is right next to it.
