In the first episode of the new series, when Billie Piper was in the basement with the moving mannequins, Graham Nortons voice and applause could be heard over the sound of Dr Who.

Not sure of a technical answer, but the sound from BBC3 was broadcast over BBC1, it happened a few seconds earlier, as Rose first walked into the store room, and the sound of an audience clapping and chearing could be heard.
Because the BBC not as good as it used to be. They put all this effort into making great new programmes and then ruin them by fouling up the production.  Do they think we don't notice? Everyone noticed that mistake. At first we all thought the mannequins were having a party.

Graham Norton is an alien who plans to take over the world of light entertainment. The only person who can stop him is Dr Who, who must give him a long deep screw

Who is this mythical "Everyone" who supposedly "noticed" this "mistake"?  I didn't notice.  It wasn't a mistake.  I noticed a brief sound of people chattering, which presumably was the sound of the other people in the shop.  What has Graham Norton got to do with it?  I have re-watched my video of the episode three times specifically to check, and I didn't notice any intrusion of the type you are referring to.
Yes, it was a balls up in transmission, someone must have flicked the wrong switch, it was discussed on Radio 1 on Sunday.  But don't worry, the culprit has been whisked off to 5ive ...never to return...
For "everyone" you can at least read "many" or even "most" viewers and I believe the reviewers picked up on it. Certainly it had me worried that the whole episode would be ruined. I don't know the technical reason the bleed through was able to happen but suspect digital broadcast technology might have something to do with it. At any rate the Beeb acknowledged that it happened.

I was to busy watching Billie Piper...

I don't get digital either, but the sound came through just the same.

If you watched the repeat on BBC3 it was clear of the interferance as Graham's voice is not on the master tape of the episode, it was just fed over the transmission.

I don't know if you were watching the correct scene, Bernardo, there was audience applause and Graham Norton's voice could clearly be heard.

 

It couldn't have been other people in the shop as she was in the basement and there were no other people there

I thought she was gonna walk into a surprise party at first....Graham Norton as the new doctor who.....strange things have happened.  How about McKenzie crook (Gareth in the office) as the new doctor, that would be better....
