Should an Institue Publish Their Accounts etc

I am a member of a non profit institute which has no formal structure or constitution. They do not give receipts or invoices for the annual subscription even when requested. This would amount to tens of thousands of pounds over the last five or six years and yet they have never had an AGM or published accounts even when asked.
Are they breaking any laws? (England, UK)

Interesting one...are they a charity, limited company? professional organisation? I am not sure myself that I would stay a member.

The name and logo says Institute but there is NO formal structure at all. Several hundred members all have cards saying that though.
