If you own a piece of land that someone else has right of way over, do these people have any rights, other than access, to the land? can they make decisions regarding the land without the land owners consent?

Aren't you the chap who has successfully claimed adverse possession over a piece of land at the bottom of your garden which has a right of way running over it?
If so, did we establish whether it was a public right of way or a private right of way (easement)?
If private RoW, you have to give the owner of the land who has benefit of the easement unfettered access at all times, but this could include a key to a locked gate. Isn't that what I suggested before?
