Parking a caravan on the road

Just wondered if anyone knew the legality of parking a caravan on a public highway. I have looked on the web but you get conflicting info. Some say it's fine as long as you dont sleep in it and have lights attached but then others say it,s not allowed at all. Anyone know?

You cannot park a caravan on a public highway unless it is hitched to a vehichle that is taxed, insured and mot'd.

You can't even put a skip on the highway without a licence from the council and obligatory marker ligths.

It is obstruction of the highway,
